Consortium for Civilian Safety and Security Resources

Through the Belgian Ministry of Foreign Affairs funded project, "Preventing and Mitigating Violence Against Civilians in Humanitarian Contexts: A Proactive Protection Capacity Development, Training", the Consortium for Civilian Safety and Security created a series of resource documents on different modes of action that humanitarians can utilise to protect civilians from violence.

The consortium of NOHA together with the Humanitarian Policy Group of ODI Global and NORCAP, asked experts on these different protection actions to draft practical guidance on the topics of: 

- Community-Based Safety and Security Analysis and Planning
- Protection by Presence
- Armed Actor Engagement
- Humanitarian Negotiations for Protection
- Humanitarian Mediation 
- Early Warning and Early Response

These practical guidances resources cover the basics of how humanitarians can utilise these modes of action in their work to better protect civilians from protection threats as well as practical steps to integrate these into practice. They also include training materials that accompany the trainings on these topics offered by NOHA as part of the project. 

These resources compliment the research done by our partners at the Humanitarian Policy Group from ODI Global. Through this research, researchers from ODI Global examined how differen protection interventions are put into practice and what evidence exists for their effectiveness in a series of policy briefs.
